Recommended for LPA Construction Project Personnel

The LPA Qualification Program was developed and implemented jointly by the Louisiana Department of Transportation and Development (DOTD), the Federal Highway Administration (FHWA) Louisiana Division, and the Louisiana Local Technical Assistance Program (LTAP). The primary goal of the program is to increase the efficiency of project delivery for local transportation projects that utilize state and federal funds by helping local agency personnel understand the requirements associated with these funds.

Who should attend this training?

Engineers contracted either through the LPA project process and or directly by the LPA to serve as the project engineer (PE) are recommended to attend this module. City and Parish engineers that serve as the LPA Project Engineer and conduct the CE & I activities are recommended to attend. LPA representatives serving as the Responsible Charge of the project are also recommended to attend so that they can fully understand the extent of the CE & I process, the role of DOTD, and the responsibility of the LPA in the construction project implementation. The LPA Core Training Class is strongly advised as a pre-requisite.

What is Construction Engineering and Inspection Training?

The CE&I training module includes important information on the required procedures and processes that must be followed during the implementation of a transportation construction project funded with Federal or State Aid funds. The training includes highlights of the entire process from project setup to the final project audit and closeout. The training includes the steps that must be taken by the LPA Responsible Charge and Project Engineer to help ensure quality work by the contractor through:

  • Utilizing the Project Set-up and Pre-construction meetings
  • Making timely inspections
  • Issuing clear instructions to the contractor and communicating with DOTD when necessary
  • Establishing early sampling and testing of materials
  • Maintaining proper documentation and using Site Manager
  • Promptly resolving conflicts and being decisive
  • Timely preparing partial estimates/change orders for payment
  • Accomplishing project closeout in an efficient manner
