The LPA Qualification Program was developed and Implemented jointly by the Louisiana Department of Transportation and Development (DOTD), the Federal Highway Administration (FHWA) Louisiana Division, and the Louisiana Local Technical Assistance Program (LTAP). The primary goal of the program is to increase the efficiency of project delivery for local transportation projects that utilize state and federal funds by helping local agency personnel understand the requirements associated with these funds.

Why do we need Project Design and Delivery training?
The Project Design and Delivery workshop includes an overview of DOTD and Federal requirements that must be followed in order for an LPA project to be approved for construction letting. The DOTD requirements often differ significantly from local agency design processes. Lack of knowledge of these requirements and failure to comply with DOTD's procedures often results in lengthy delays and additional costs. Topics covered include design guidelines acceptable plan format; required responses to comments; scope of work for design engineers; etc. All engineers involved with the LPA project design process are strongly advised to attend this class prior to bidding on an LPA project or beginning actual design activities. It is also recommended that Entity personnel preparing the engineering contracts for these LPA projects attend the class to ensure that Entities fully understand what the engineers are expected to do for developing these plans.

Who should attend?
All engineers and professionals involved in the design process and plan submittal for a federally funded LPA project should attend. The LPA Responsible Charge for the engineering design phase including consultant selection (if applicable) should also participate.
