The LPA Qualification Program was developed and Implemented jointly by the Louisiana Department of Transportation and Development (DOTD), the Federal Highway Administration (FHWA) Louisiana Division, and the Louisiana Local Technical Assistance Program (LTAP). The primary goal of the program is to increase the efficiency of project delivery for local transportation projects that utilize state and federal funds in participation.

All stakeholders involved in transportation related project development and implementation such as planners, engineers, public works departments, MPOs, economic development areas, grant writers, community leaders, safety and transportation advocates are encouraged to attend.

Project Planning, Feasibility and Application (PPFAD) is designed to aid communities and agen-cies that are working to improve the local transportation system to benefit their citizens using feder-al or state funding for all or even part of the effort. This class provides information to help poten-tial applicants successfully meet the requirements of the DOTD and Federal Aid Highway Pro-grams from the first step of project conceptualization to the submittal of an award winning appli-cation to the appropriate funding program.

Pre-Requisites and other available training:
The PPFAD training class is being presented as part of the LPA Qualification Program. It is strongly advised that the first class in the Program, the Core Training Module, is completed by the LPA Responsible Charge designee and other key agency representatives before attending the PPFAD class. The Core Training Module is required for any agency submitting a project application and includes a thorough overview of the agreements that govern a LPA project and the duties and responsibilities of the local entity Responsible Charge and the DOTD. Another class, Construction, Engineering and Inspection (CEI) is also available. This class covers the CEI aspect of construction projects including the responsibilities of all parties; chain of communication; use of Site Manager for project management; invoicing and cost reimbursement; project closeout and other topics to successfully complete a project. The CEI class must be completed by the LPA representatives (the Entity’s CEI project engineer; consultant, if applicable, and Responsible Charge) prior to the construction contractor award. However, it is advised that the CEI class be completed as soon as possible once a LPA begins the project development process.
