LPA CONSTRUCTION, ENGINEERING, AND INSPECTION PILOT COURSE FOR LOCALS
The Local Public Agency (LPA) Qualification Training Program was rolled out in 2012. Over 400 local public agency personnel and their technical consultants participated in the initial Core Training classes which were presented at multiple locations across the state. The program was developed and implemented jointly by the Louisiana Department of Transportation and Development (DOTD), the Federal Highway Administration (FHWA) Louisiana Division, and the Louisiana Local Technical Assistance Program (LTAP). The primary goal of the program is to increase the efficiency of project delivery for local transportation projects that utilize state and federal funds by helping local agency personnel understand the requirements associated with these funds.
During 2013, the second major component of the LPA Training Program, the Construction Contract Administration Module, was developed. This component includes more detailed information on the responsibilities of the LPA in the construction phase of project delivery. The Construction Contract Administration Module will be required for all LPA Responsible Charge designees as well as for Project Engineers conducting the Construction, Engineering, and Inspection tasks. This purpose of this pilot course is to gain feedback on this module from local public agencies and local engineering consulting firms.

The target audience for this pilot course includes local project engineers/administrators who work on federally funded projects and engineers/administrators from local engineering consulting firms who bid on federally funded projects.
