Workforce Development Training Program (PPM No. 59)

Who should I contact if I have questions about employee training?
Headquarters personnel should contact LTRC at (225) 767-9139 for information regarding the specific training requirements for the position he/she occupies. District employees have an on-sight Training Coordinator and they should be contacted. These people can tell you what training is required for your position. They will also assist you in registering attendance for all training classes.

What are the training requirements for DOTD employees?
With a few exceptions, every job at DOTD has a Structured Training Program (STP). These STPs are required by PPM 59 (Workforce Development). In some cases, the classes in the STP are designed to help the employee achieve certifications for their current position. Other classes in the STP are required if the employee wants to be considered for promotions to higher positions.

How does the registration process work? Will I be guaranteed a seat in a class?
Scheduling for the Leadership training program is handled through a scheduling database that is maintained at LTRC. Since the majority of courses are provided through the Governor's Comprehensive Public Training Program (CPTP), and CPTP must serve all twenty state agencies, the Governor's CPTP Office gives DOTD spaces in most, but not all of their classes. There are currently over 900 employees participating in the Leadership training program, with a total of more than 2,000 unscheduled priority 1 and 2 courses. Applicants are scheduled for the courses they need according to application priority (needed for current position, needed for promotion, needed after next promotion, or not needed but desired), "need by" date, and the application date. Those who have the highest priority and have been waiting the longest for a course get scheduled first. As a result, it is currently taking from one to three months after applying for someone to be scheduled for their first class, depending on the courses requested and the part of the state in which they work.

How do these training requirements affect employees hired on probational status?
Employees hired into the Leadership Program on probational status prior to July 1, 2002, are "grandfathered" into the program. However, for employees hired on a probational appointment into an entry-level job covered by the Leadership Program after that date, they must take the required courses for that level in order to attain permanent status. Employees hired into the Engineering Technician Program on probational status prior to October 1, 2002, are also considered "grandfathered." What happens if I don't complete the required training?
Section Heads and District Administrators review the employees' training record prior to recommending annual merit increases. If an employee has not shown a good faith effort to complete all training in a reasonable time, the merit increased can be denied. In order to be promoted, all specified training must have been completed. Also, probational status employees must complete the training for their current job prior to being granted permanent status.

May I be reallocated to the next level in my training series without taking the required courses for that level?
No; as with promotions, you must also successfully complete the required courses in order to be reallocated.

Can I take more classes than those required for me to be promoted?
There are no real restrictions; however, LTRC will give scheduling priority to those employees who need the course in order to advance to their next level over those requesting courses not necessarily associated with their career progression

How do these training requirements affect employees hired on probational status?
Employees hired on a probational appointment into an entry-level job covered by the Management Development Program, must take the required courses for that level in order to attain permanent status.

Is there any cost for the training?
Since most training is conducted during working hours, there is no cost to the employee and the time away from the job to attend training is considered time working.

Where can I find the manuals I need for a class? Who do I contact?
Manuals must be ordered from the central warehouse by your section business manager. You may find more detailed information by clicking here.

Can I access courses online? What is the internet address?
To access the MindLeaders Registration and Log-in site click the "LTRC Training Opportunities" link, on the DOTD Intranet Homepage (http://ladotnet//), and then click the "Online Training" link (picture of keyboard in upper left corner of page). When the LTRC Online Training page comes up, click the "Login and take a course" link (below the opening paragraphs). This will bring you to the MindLeaders/CPTP Login and Registration page. If you are a new user, click the "Register" bar at the lower left side of the page, then enter the CPTP enrollment key (provided in the User Guide which is also available on the LTRC Online Training page), and fill in the registration information on the form that comes up. A screen will then come up, giving you your user ID for logging into the MindLeaders courses. You can now go back to the MindLeaders/CPTP Login and Registration page, enter your user ID and a password (You can use any password you want, but it cannot be more than eight characters.) Please note: Employees are reminded that they should have permission from their supervisor to take these on-line courses. Supervisors are reminded that an interruption-free training time should be provided, whenever possible, to employees when they are taking these courses.

Can I look up my own training records in order to track my progress?
DOTD has set up a computer system to maintain up-to-date records of training for all employees, called the ETRN. There is a self-serve feature available through the DOTD Intranet or the Internet at http://www.dotd.louisiana.gov. Your HR Representative or the section/district Training Coordinator can demonstrate its use to you.

After finishing a class, how long will it take to see my results online?
The Governor's Office-Division of Administration-Comprehensive Public Training Program (CPTP) Office sends CPTP course completion data for DOTD employees in an electronic data download to the DOTD Information Technology Section every six to eight weeks. When the DOTD IT Section receives the data, they upload it directly into the ETRN System on the DOTD Mainframe. After the data is uploaded into ETRN, the DOTD IT Section updates the "ETRN on the Intranet" site with the ETRN Mainframe data.

Once I take a class, will I ever have to repeat it?
The technical information in our classes is sometimes updated significantly and the classes must be repeated. You training coordinator will notify you if this occurs.
