Roads Scholar #13: Inspection of Local Bridges

This course provides essential training for local agency personnel responsible for inspecting and maintaining off-system bridges in Louisiana. Participants will learn about standard bridge inspection requirements as well as inspection elements unique to Louisiana’s program.

The course includes an introduction to common bridge components, material properties, and deterioration factors typically found on local bridges. Instruction also covers the use of the Louisiana Rating System, the LA DOTD Bridge Inspection Report Package, and Bridge Maintenance Directive #5, which provides guidance on closing and posting off-system bridges.

In Louisiana, local bridge owners—such as parishes and municipalities—are responsible for conducting Special Inspections to monitor known or suspected deficiencies. Per the Manual for Bridge Evaluation, these inspections may be performed by a “qualified person familiar with the bridge” who has been given appropriate guidelines and procedures. This course equips local personnel with the foundational knowledge needed to perform Special Inspections and supports the transition from previous procedures to the updated LA DOTD bridge inspection system. LTAP has partnered closely with the DOTD Bridge Inspection and Maintenance Section to ensure the course aligns with both state and federal requirements, including those outlined in the National Bridge Inspection Standards. It is strongly recommended that each parish send at least one bridge inspector or supervisor to this course to help ensure compliance.
