The Local Public Agency (LPA) Training Program was developed and implemented jointly by the Louisiana Department of Transportation and Development (DOTD), the Federal Highway Administration (FHWA) Louisiana Division, and the Louisiana Local Technical Assistance Program (LTAP). 

The primary goal of the program is to increase the efficiency of project delivery for local transportation projects that utilize state and federal funds by helping local agency personnel understand and implement requirements associated with these programs.

Important Update – LPA Qualifications Core Training

As of November 13, 2025, the Louisiana Department of Transportation and Development (DOTD) has announced that, due to ongoing updates to course content and training delivery for the LPA Qualifications Core Training, Local Public Agencies (LPAs) will remain exempt from certification requirements until the revised training becomes available. Once the updated training is released, certification will again be required. Local agencies that have not yet completed the LPA Qualifications Core Training must do so in order to maintain eligibility for project awards.
